Following is an update on Rising to the Next TIER, the transformation and efficiency study of Iowa’s public universities commissioned by the Iowa Board of Regents.

The Iowa Board of Regents approved an extended timeline Sept. 10 for reviewing the eight remaining administrative business cases, providing a full month for faculty and staff engagement. The new schedule includes two special Board of Regents meetings convened specifically to address these business cases and gather feedback.

Board meetings

  • Oct. 2: Review and discuss eight remaining administrative business cases (Human Resources, Information Technology, Finance, and Facilities)
  • Oct. 22-23: Obtain input and feedback compiled by university presidents
  • Nov. 3-14: Telephonic board meeting—vote on eight business cases (date TBD)

Key functional stakeholders

  • Sept. 2-5: Review and discuss IT business cases with primary campus contacts
  • Sept. 8-12: Review and discuss HR and Finance business cases with primary campus contacts

University Leadership Teams (presidents, cabinets, campus representatives)

  • Sept. 11-19: Review and discuss campus HR and Finance business cases with University Leadership Teams
  • Sept. 22-26: Review and discuss IT and Facilities business cases with University Leadership Teams

Sounding boards

  • Sept. 15-26: Convene sounding boards to review and discuss HR and Finance business cases
  • Sept. 22-30: Convene sounding boards to review and discuss IT and Facilities business cases

Town halls and campus stakeholder feedback

  • Oct. 8-17: Convene campus town halls and other campus key stakeholder meetings
  • Oct. 8-21: University presidents compile campus feedback

Board public hearings

  • Oct 16-17: Public hearings

This timeline provides many opportunities for feedback, and the board encourages all stakeholders to take advantage of those opportunities.

Additional actions

The board also has approved moving to the implementation stage on three business cases presented by Deloitte:

  • Establish clear policy for the Professional and Scientific staff search committee size and structure (Business Case HR-10)
  • Create a common application portal (Business Case SS-05)
  • Standardize “manual” calculation of the Regent Admission Index (Business Case SS-08)

The Board of Regents office will work with the institutions to implement these changes. Regent Larry McKibben also reported to the board that Deloitte expects to hire a new subcontractor for the academic review by the end of September.
